New NSCEB Analysis: Chinese Government Leveraging U.S. Biotechnology Playbook

Washington, DC – New analysis from the National Security Commission on Emerging Biotechnology (NSCEB) shows how the Chinese Communist Party (CCP) is advancing its own biotechnology sector using strategies outlined in the NSCEB’s April 2025 Action Plan for U.S. biotechnology. This underscores the urgency for U.S. policymakers to implement NSCEB recommendations to strengthen our own biotech industry.
The CCP is taking action across five key domains of biotechnology prioritization, all of which were included in the NSCEB’s April 2025 action plan: National Strategy, Regulations, Infrastructure, Investment, and Data.
China is striving to develop and integrate biotechnology into its warfighting capabilities before anyone else. Advancements in biotechnology, whether in the public or private sector, therefore have the potential to enhance Chinese military strength.
Statement from NSCEB Chair Senator Todd Young:
“China’s biotech strategy is clear, and it’s a playbook we have seen before—corner the market, scale the technology, and then strangle supply chains to gain strategic advantages. The Chinese government is leveraging biotechnology policy more effectively than the United States, and we are starting to fall behind on innovation and scale-up. U.S. policymakers have moved forward on more than half of the NSCEB’s recommendations over the last year, but we have more to do. Some of our boldest ideas – from regulatory streamlining to manufacturing infrastructure – are not yet implemented. This is a race we cannot afford to lose. We urge swift action on the NSCEB’s roadmap to secure America’s global biotechnology leadership.”
