Overview

The below draft legislation was written to support recommendations in the NSCEB’s April 2025 Action Plan and Report to Congress. These discussion drafts can be used as a starting point to tackle the complex issues at play within the NSCEB’s recommendations for strengthening the biotech sector in the United States. The Technology Foresight for Understanding Trends through Unbiased Research, Evidence, and Support (Tech FUTURES) Act  

NSCEB Recommendation: 5.1c

Ensure Congress receives accurate, timely, and nonpartisan scientific and technical counsel by codifying GAO’s Science, Technology Assessment, and Analytics (STAA) office

National Security Biotechnology Workforce Act

The National Security Biotechnology Workforce Act 

NSCEB Recommendation: 5.1a

Directs the Office of Personnel Management (OPM) to establish, at each appropriate federal agency, an annual biotechnology training program for designated federal employees.
